Our client is a leading global bank seeking an experienced HR professional to join its Singapore-based HR team on a 1-year contract basis, at VP grade. There may be an opportunity for conversion to a permanent position, subject to performance.
This is a senior HR Services and Operations role with a strong focus on payroll oversight and validation , together with broader HR generalist responsibilities within a regulated banking environment.
The role will oversee HR services for approximately 250 employees, working closely with an external payroll provider and an overseas Shared Services Centre (SSC) responsible for the payroll run. The successful candidate will be responsible for payroll checking, validation, controls and issue resolution, rather than performing the payroll run directly.
In addition, the role will cover a broad range of HR operational and generalist activities, including employee lifecycle management, relocations and mobility, work passes, banking licences, benefits, background and credit checks, fit and proper requirements, vendor management and HR compliance.
This is a hands-on role requiring strong attention to detail, discretion and follow-through, combined with the ability to work effectively with senior stakeholders, offshore teams and external vendors.
Key Responsibilities
Payroll & HR Services
- Oversee the monthly payroll process for approximately 250 employees, working closely with the external payroll provider and overseas SSC.
- Review and validate payroll outputs to ensure accuracy, completeness and compliance with company policies and statutory requirements.
- Perform payroll checks and reconciliations, investigate discrepancies and coordinate timely resolution with the payroll vendor and SSC.
- Ensure accurate processing of employee changes and payroll inputs, including new hires, leavers, salary changes, bonuses, allowances, deductions and benefits.
- Oversee Singapore year-end payroll and tax reporting, including validation of relevant statutory tax submissions and employee tax documentation.
- Ensure timely and accurate completion of payroll-related statutory submissions and reporting.
- Monitor payroll processes and controls and work with the payroll vendor and SSC to resolve operational issues.
- Manage payroll-related vendor relationships and ensure appropriate service levels and controls are maintained.
Employee Lifecycle & HR Operations
- Manage onboarding, offboarding and employee transitions across all employee classes.
- Ensure accurate and timely HR system updates and maintenance of employee records.
- Manage employee relocations and mobility processes, working with relevant internal teams and external providers.
- Oversee work pass applications, renewals and related immigration matters.
- Coordinate employee licensing and regulatory requirements applicable to banking employees.
- Manage employee benefits administration, working closely with insurance brokers and other external providers.
- Ensure appropriate and timely administration of employee changes throughout the employment lifecycle
Banking HR, Governance & Compliance
- Maintain a strong understanding of the HR and regulatory requirements applicable to employees within a regulated banking environment.
- Support processes relating to fit and proper requirements and other regulatory requirements applicable to banking employees.
- Lead and manage periodic employee background and credit checks, working closely with Compliance and external screening vendors.
- Handle sensitive employee, compensation and personal information with a high degree of confidentiality and discretion.
Vendor & Shared Services Management
- Manage relationships with external HR service providers, including payroll providers, insurance brokers, background screening providers and other HR vendors.
- Monitor service quality, identify operational gaps and drive timely resolution of issues.
Requirements
- At least 10 years of HR experience across multiple HR functions, preferably within the Financial Services/Banking industry.
- Strong experience in HR Operations and Payroll oversight , including payroll validation, reconciliation and statutory reporting.
- Experience overseeing payroll processes involving external payroll providers and/or offshore Shared Services Centres.
- Good understanding of Singapore payroll and year-end tax reporting requirements, including relevant statutory contributions and reporting.
- Strong knowledge of Singapore and/or SEA employment laws and HR operations in countries Malaysia, Indonesia and Vietnam, is nice to have.
- Experience with employee mobility, relocations, work passes and regulatory licensing requirements would be advantageous.
- Experience with fit and proper requirements, background screening and credit checks, preferably within a regulated financial institution.
- Strong vendor and stakeholder management skills, with the ability to work effectively across local, regional and offshore teams.
- Highly organised and diligent, with strong attention to detail and follow-through.
- Excellent communication and interpersonal skills.
- Proficient in MS Office.
