The ESA IT Department provides a wide range of cutting-edge IT solutions, corporate IT services and development platforms in support of the ESA workforce as it establishes and operates space technologies, systems and services. Location

This position can be based either at ESRIN in Frascati, Italy (preferred), or ESTEC in Noordwijk, the Netherlands. You will be required to relocate for this position and can expect to receive financial and logistical support from ESA when relocating. In addition, ESA offers a progressive hybrid working approach to promote an optimal balance between work and private life.

Description

In this senior role (also known on the market as Head of Office of the CIO, Head of IT Governance, Head of IT Strategy and Governance), you will report directly to the Head of the IT Department as a trusted partner and advisor, supporting them in leading IT to become a business-oriented organisation. In addition, you will provide leadership for the cross-functional management of information and technology across the Department. You will oversee functions such as IT Governance and Strategic Planning, IT Portfolio Management including PMO, IT Financial Resources & Performance Management, IT Operating Model Design and Change Support (for example, common methodologies, processes, ways of working and tools for developing and operating IT). You will focus on ensuring that the IT organisation reaches its fullest potential through strategy and governance, as well as through organisational and operational model development and performance management. You will coordinate these activities in close collaboration with the people and managers working in all divisions of the IT Department.

In particular, you will collaborate with the IT Business Partners (that directly report to the CIO), the IT Division Heads for Application Services, Security and Shared Infrastructure and End User Services and with external stakeholders and functions such as Procurement, Finance, Estates and Facilities Management, Workforce Management and Human Resources.

Your mission

  • IT Financial & Performance Management: including budgeting and planning, ongoing financial supervision, IT recharging (i.e., IT cost accounting and chargeback), IT performance metrics tracking and management, IT voice of customer, IT continuous improvement.  
  • IT Governance & Portfolio Management: including strategic planning, portfolio management, PMO, value management, IT performance management, IT policies and communication
  • IT Operating Model and Change Management: including design, adoption and change management support for IT Operating Model evolution  

Technical competencies

The following competencies are key for the job:

  • Budgeting, cost allocation, resources and activities planning
  • Processes and roles within IT organisations
  • Project and programme management practices and frameworks, including enterprise agile practices
  • IT strategic planning, IT governance processes and roles within IT organisations

Desired additional competencies are:

  • Knowledge of IT governance frameworks
  • Financial control and fixed asset management
  • Change leadership and change management for IT organisations
  • IT communication management
  • IT risk management

Education and professional experience

The role requires a Master’s degree in a technical, economic or managerial discipline, combined with relevant experience in at least one of the main areas mentioned in the duties.

Candidates must also have at least eight years of experience gained in various roles either within large, complex and highly structured multinational organisations or within multiple smaller organisations, possibly in an international context.

Additional requirements

The role requires the ability to lead a small, specialised team and to interact with managers and project team members in order to collect information across IT domains. The candidate must be able to organise and structure this information so as to create alternatives for decisions to submit and discuss with the CIO.

The role requires the ability to understand the needs and constraints of the interlocutors and to be able to extract relevant information for actionable decisions and to be able to communicate them orally and in written form. A strong determination to overcome obstacles and resistance to change, as well as a pragmatic capability to solve problems and set priorities is also required. The candidate needs to be proficient in English and be able to communicate effectively and concisely.
